My Lord,

We have been favoured with Lord Shelburne's letter of Nov. 25 ult. in which he stated that he was directed by Y.L. to transmit to us a copy of a despatch from the Colonial Office on the subject of the police regulations, and the alleged insufficiency of the fine imposed for the illegal carriage of Chinese passengers by British vessels.

1. Lord Shelburne was also pleased to transmit to us a letter which Y.L. had received from the Colonial Office in reply to a reference from Y.L. on the subject, together with a copy of a Report from the Emigration Commissioners, and to request that we would take the papers into our consideration and favour Y.L. with any observations which we might have to make thereupon.

In obedience to Y.L.'s commands, we have perused and taken the papers into consideration.

I have the honour to report that they suggest three subjects for consideration.

1st. The statement of the practice which prevails at Hong Kong by which the Chinese...
